16” Smiling Sailor Boy Composition Cloth Doll ca.1920 ~ Horsman or Effanbee?

16” Smiling Sailor Boy Composition Cloth Doll ca.1920
This cheerful fellow has a head & shoulder plate which show distinctly German characteristics, but possibly Horsman or Effanbee(?)
Unmarked, with painted eyes, smiling mouth with two upper teeth, dimples, painted hair, & excellent color, also on the free moving but firm composition flange arms & swinging stitched legs.
The composition is smooth & shiny, in very good condition with only very shallow “webbing” or crazing seen on close view (small areas here & there on the face), with very light “lifting” around the mouth, but the arms & legs are almost free of crazing.
There is no chance of imminent flaking nor cracking.
The cloth body is excellent, with only small rust dots on the back surrounding the non-functioning crier.
There are a few minor paint chips missing on the back edge of the shoulder plate.
The velvet Navy blue jacket & pants outfit, trimmed with red & white woven ric-rac are definitely from the 1920’s or before.
In two small areas, the velvet was very skillfully darned from inside – can hardly be detected at all from the outside.
The Navy petty officer twill shirt is embroidered with stars & an eagle with a red stripe.
The red & white striped shirt is the only later piece of clothing, probably from the 50’s.
Cotton undies & leather shoes with sequins on the white band, & Turkish-type turned-up toes ~ probably from a cruise to a far-away land

He could have been a boy’s or girl’s favorite doll.
