Antique Vintage Composition Sailor Boy Doll Velvet Body

Description

Up for consideration is this old doll! I am not sure of the age or maker.
I am not sure of the exact material it is made of. I am leaning more towards composition? The body is a stuffed velvet material.
The head has been repaired, the linen hat has some rips, one arm needs to be sewed back on. Please see pictures, as they are the best description.
